With reference to your letter No.60658 of the 18th instant enclosing copy of a telegram from the Officer administering the overment of Hong Kong respecting the adoption of the so-called "ton for ton" policy, I am directed by Mr. Secretary Balfour to suggest, for the con- sideration of Mr. Secretary Long, that this telegram should be submitted to the Economic Section of the British Delegation to the Peace Conference which is under the charge of the Board of Trade, through the Colonial Office representative on that section.
